I got hold of "Elimination of American foulbrood without the use of drugs: A Practical Manual for Beekeepers" by Mark Goodwin & Cliff Van Eaton. 

In it they describe disinfecting hives with chlorine bleach solution. They point out that AFB spores must be in contact with the bleach for 20 minutes. It does not penetrate wax, propolis, pollen or honey. Presumably it would only be effective on unpropolized wood and you would need to soak the parts, not simply mist them. I am not sure how this translates to disinfecting nosema spores, but I would imagine that simply misting combs with dilute bleach would do very little (if anything). They also advise against breathing chlorine.
