Incorporated, a worldwide network of science museums and related institutions.

The American Association of Museums  has a wonderful program called International Partnerships Among Museums.  I was fortunate enough to participate in 1994, when the St. Louis Science Center partnered with Centro Cultural Alfa in Monterrey, Mexico.  Best experience of my professional career.  You might want to look at their model.
