In my experience, -urging bees to draw small cells, usually leaves the colony with a deficit of drone cells, which tends to cause the colony to draw some drone cells where one might prefer small cells. I've taken to the habit of adding space for 10% drone on every frame. This tends to satisfy the need, and helps in drawing nice uniform worker brood in the center. I add whenever possible.
