The Klamath Basin National Wildlife Refuge complex leases about 16,000 acres of farm ground to the highest bidder (farmer). As part of this process, the NWR IPM coordinator and his advisory board develop management plans for pest management, including pesticide use. They write their own manual for this purpose, with (of course), primary consideration to protect all species that live in this ecosystem
They are quite dedicated in this mission, especially regarding protection of inverts and fish species in water sources--which are typically more sensitive to pesticide effects.
And finally, FYI, they support imidacloprid products in several crops because of low rates and safety for their charges.
