I have to agree.  A couple of states in the U.S.continually declare  that 
they have never had CCD, yet in the case of Alabama, a couple of beekeepers  
told me two years ago about the 2006 incident - and what they described 
sounded  like CCD.  They even said that incidents like that were what caused  
Alabama to establish the restrictive regulations.  But, it may be the case  of 
bolting the barn door after the horse has run off.
 
Keep in mind,  if the Apicultural Inspector in a state proclaims that  the 
state has never had CCD, that may be the opinion of the individual, but  it 
may not agree with the observations of the beekeepers.
 
If your inspector refuses to acknowledge it, then your state is listed as  
NOT having CCD - kind of like the case with Canada - NO VERIFIED CASES (how 
does  one verify something that we don't yet know the cause of?).
