I think 10C (50F) is too cold to use formic. You can always do a trial.
I would use oxalic at 140 grams per gallon of very light syrup. I would try 40
ml initially on 10 hives or so and observe results. You may be able to increase
to 50 plus on the bigger singles. You can treat with oxalic again after you get
some new hatch.
The smallest clusters at baseball size are probably toast. I would shake them
out and make new splits later. Then again, sometimes the bees surprise me.
