I am not sure that you need any special preparation for the skulls. I 
have done a lot of carts with skulls (fish, birds,mammals, reptiles) and 
other bones on the floor without any problems with the items getting 
damaged or destroyed. The carts are always facilitated, so their is 
someone watching over things, but people, in general, show a great deal 
of respect for the facilitator (if they ask the visitor to be careful) 
and for the skulls themselves. We also use a couple of articulated 
skeletons that are mounted inside an acrylic case.

As fas as storage, the skulls I had came in sturdy cardboard boxes - I 
held onto those and stored the skulls in those.
