I use Zareba fence controllers successfully in very bear-prone areas. The
difference is that my units run off from a deep cycle, 12 volt marine
battery and are rated for 25-30 miles of fence (I forget) and put out at
least a joule. (FWIW, the PA dept. of agriculture recommends a controller
that puts out at least 1 joule to keep bear away.) I just swap out/charge
the battery about once a month.
Looking at solar-powered units a couple of years ago, they left me with
a "toy" impression; perhaps fine for fencing in sheep for a few acres, but
not for keeping out hungry bear out of my apiaries.
