As I collect Bee Laws, (send me links or laws, offlist, for later
enmass <free> site availability) I see states that treat them
as livestock or plants. It's not so complex, as fun as it may
be to make them such.

Livestock can move, and are owned. If a cow crosses a road
and is found, if provable, it remains the owners. Thus, usually,
a chased swarm may be followed and apprehended.

But it's the same reason a tomato is a vegetable. That is how
it is handles, says the supreme court. It doesn't make it a
vegetable; it is merely classified thusly, for purposes of trade.

A bee "requires" inspoection to reduce disease transmission.
That's a trade safety issue. Who has inspectors in the field?
Livestock and aggy folks do. Simple practicality for gov't.
