Beth, you can stop him from digging by rolling chicken wire flat on the
ground around the perimeter, and hooking it to the ground of the charger (in
addition to the ground rod). Then run your bottom hot wire just a few
inches above the chicken wire (which is at ground level). Make sure that
you are using a charger that is strong enough to give a good jolt--7000
volts (typically rated for 5-10 miles). Hang strips of bacon or lunchmeat
over the hot wire on the bear approach side (turn off charger first).
No bear that I've seen will dig under that fence.
