Annette: I used to work at The Science Place in Dallas. The City owned
the buidling and maintained it, including utilities. The Science Place
was and paid for everything else.
In the mid 90's when we were expanding, there was a bit of bond money
that paid for some of the architect's time. The rest (13MM) was raised
by the foundation. Renegoiating with the city was a major part.
Essentially, once the building opened, it became city property (just
like the old building), we ran it, and they paid for maintenance.
There are definitely pros and cons: city provides science place with a
modest amount of cash each year, which was forever in jeopardy. Dealing
with the city on building issues could be a major hassle. (that's an
understatement)
When it came time to construction it was decided not to mix any of the
bond money with the private, because we would then have had to follow
the arcana of city bureacracy.
Call me if you want, would probably be easier than me trying to cover
all the bases.
Also, check with jack mckinney at the dr. pepper museum in waco, tx.
Jack was in albuquerque when explora was expanding. Know the city owns
that building as well. Also sandy henry, director at science spectrum
in lubbock.
