That will depend on you and how energetic and persistent you are and and
what temperature the 'unheated' water is.
Don't waste your time measuring. Just start with a reasonable amount of
water, add sugar and stir, preferably with some mechanical device until it
won't dissolve any more. Then let it settle and use it. It is that simple
and all the planning, talking, figuring and calculating in the world will
not change how much will dissolve.
Using warm or hot water makes the job easier, though, and it will not make
bad syrup. The sucrose beekeepers buy from the factory and which is
considered ideal, comes in tankers at 120 degrees F. It is so hot on
delivery sometimes that that it is unadvisable to add fumagillin until it
cools a bit for fear of destroying the drug.
Just do it!
