Viruses and other parasites constantly evolve new forms.  Everyone else
always has something that we don't have!

We don't have the means to even recognize the new forms, nor can we even be
assured that we know of all the potential mites or internal parasites that
we should be looking for.

As far as the success of quarantines--they kept tracheal mite out of the US
from 1921 until the 70's.

I agree that interstate quarantines of honey bees are likely futile.  But I
support overseas quarantines.
