Yes, It is a very complicated issue. In most of the countries, the bee
program is in livestock Divisions, but bee programs are considered in the
plant division in the USA and Canada. However, for bee import/export
issues it is considered as a part of the animal act and import /export
regulations.
I would suggest to contact US- State Apiary Inspectors to find out if the
new act will affect bees because the Food and Drug Agency is in charge of
antibiotics' registration.
