Farmers in the San Joaquin Valley traditionally planted annual crops such as
cotton, tomatoes, wheat, etc.  When water was scarce, the fields could be
fallowed.

However, when one plants an orchard, and depends upon the government to
supply the water despite lack of rainfall, one takes a gamble.

The courts have simply drawn a line as to how far we should drain our
rivers.  Without such a line being drawn, they would be pumped completely
dry long before they hit the ocean--as currently occurs with the Colorado
River, with the subsequent destruction of a previously extremely productive
estuary.
