Ron,
Probably the best place to start is the Naval Historical Center, located in the Washington Navy Yard. They serve as one of the U. S. Navy's principal historical, archaeological, and preservation arm. Their website should provide the necessary leads and staff contacts to get you started.

Subject: Navy Officers Careers
I have a source request for members of ACRA. I have several projects that
require I research the military career of U.S. Navy officers who served
during World War II. One served as an air squadron leader just before the war
and retired as a captain. Does anyone know a source I can consult to learn
about their careers?
