Here is the standard from USDA for extracted honey.
http://www.ams.usda.gov/AMSv1.0/getfile?dDocName=STELDEV3011895
Produce, milk, meat etc with a US Grade A designation must be inspected by USDA to be
called Grade A.
I did not know this until my phone call to USDA, but he told me that honey and maple syrup
are exempt from inspection and grade is determined by the producer (maybe packer also).
Lets just say this does not appear to be a standard or regulation that gets much scrutiny by
the USDA.
I encourage anyone with detailed questions to call the contact I posted in earlier posting at
USDA. He was easy to reach and very prompt in his information and seems interested in
honey and beekeepers.
