All foot valves that I have tried in your situation will not work due to 
the wax and other trash, will clog or not close. You need to check the 
packing to see if it is tight enough to not leak. The other problem is a 
worn stator as a progressive cavity pump will self prime if the stator 
is in good shape providing the packing on the shaft is not leaking.
