Good point.  Drones are definitely a big consideration.  Without being 
specific, since we are talking generally, we have to assume that the 
operator will take drones into consideration.  How, depends on the 
particular circumstances.

Failure to consider and manage drones will slow the progress, however 
progress will continue if the queen side is managed.

Hives with heavy varroa loads should be producing fewer and less competitive 
drones unless they are treated constantly.  I have always though that this 
very fact is one way that left to themselves, isolated bees in nature breed 
towards varroa tolerance.
