I don't think you can control copyright - it intrinsically resides with
the photographer, unless the picture is taken under a contract that
gives you the copyright. You should surely have such a contract when
setting up your own postcards, or letting people photograph for books,
calendars etc.
But, it's probably not worth making post cards unless they are sold in
your shop or other shops in your vicinity - something that you probably
can control.
I suspect that the advantage of allowing unfettered photography (fame)
is more valuable than any loss through pirate postcards. Professional
standard photos require your cooperation, control of visitors or
out-of-hours, temporary removal of railings or text boards etc. etc.
I think that the Waterworks will make great photos! I wish I could take
some myself.
