I'd think the issue of bottom boards on hives on pallets is one of  
economics and weight.  Boards on top of boards - extra cost.
 
Now, as a researcher, we don't like hives on a pallet where the pallet is  
the bottom board, because we're always looking for the ability to randomly 
pull  colonies for study, etc. 
 
That means we have to drive around with a stack of bottom boards, so  that 
we can lift the hives off the pallet and onto a bottom, then transport the  
selected hives to the study location.  Remember, most of us  researchers 
don't have front end loaders :).
