A chart or matrix can be a good way to visualize criteria. Smart boards, white boards and a camera, craft or butcher paper on the wall are all ways to do this in front of a group as well. But the criteria themselves are the bigger issue.
I've worked on projects where we started with the museums mission/values as the larger filter, then project goals (content/experience), then practical considerations (cost, size, number of visitors engaged, etc.). As many, if not all, of these should be established before the brainstorming/sketching begins. This is also where various team members can have valuable input by stating up front what things are important as they see it. For example the education/content developers will have content points that need to be hit and the visitor services folks may want to make sure that the exhibit or program really handles a class or a camp-load of visitors. And of course the exhibit department wants things to be practical and realistic to operate.
If you use a chart or matrix it becomes easy to see which ideas have the most check boxes ticked off as well as where there are too many un-checked boxes. That helps a great deal when rounding out content.
