Peter,

I congecture that fall-collected propolis is available from the scales that cover vegetative buds and reproductive buds on woody perennials.  These buds are laid down toward the end of the growing season and may be fairly small.  We tend to notice them more in the spring when they are enlarging prior to the emergence of shoots or flowers.
