I don't know why this was posted here, but it certainly seems like a case of
the paranoid fringe trying to kill a good idea.

> NAIS is voluntary at the Federal level. U.S. animal health is protected by
existing Federal and State regulations for disease surveillance, control,
eradication, and response. While NAIS is a national system, it does not
alter any regulations in the Code of Federal Regulations or any regulations
that exist at the State level. Rather, NAIS enhances ongoing animal health
protection efforts by offering national standards and increasing the level
of participation beyond what is already required in existing disease programs.
