Normally for heating honey in the bucket I use an insulated box with a  
warming cable zig zagged in the base and a thermostatic sensor which tells the  
adjustable dial on the plug when to switch off and on. I bought the  electric bit 
many years ago from (I think) a firm called Ecostat which supplies  them 
primarily for incubators. It cost £50, which I thought rather a lot at  the time 
but it has paid for itself many times over. 
 
I built the box with the length of the standard top bar (17" in UK) in mind  
but I don't normally use it for warming combs as, in small numbers, scraping 
is  simpler.
