I agree to a point, but!

Many individuals consider rotation of combs from supers into brood 
chambers.
The cost and time to get frames built up via. the brood chamber 
activities ensure that "used" super frames are very attractive seeing as 
they are deemed to be clean.
Hence origin of my comment regarding plastic foundation in honey supper 
frames.
