Juanse, it is a stability issue for shelf life. The chemistry of toxicity
of sodium hypochlorite solutions is complex, and quite interesting.
Any way, in a swimming pool, one keeps the pH in the correct range by adding
HCl (hydrochloric, aka muriatic, acid) in order to convert the bleach to the
active hypochlorous acid form.
An acidified bleach would be unstable, so it must be mixed fresh for use.
