Until recently volumes 10 plus were still in stock and photocopies of earlier issues were available for a reasonable price from the Institute of South Carolina Archaeology.  Check their web site.

Are the "Conference on Historic Sites Archaeology Papers" available on-line from anybody?  Seems like they are old enough to have fallen into the public domain ...
