A possible cause of the smell is the water trapping between the "sand" particles. In my former life (at Catawba Science Center), we used to bleach the sand on a regular basis, then flush it with water. Of course you want to do this when the visitors are not present! Other possibilities include the possibility of water getting on the floor if it's not draining.
