Thank you to all those who posted about the strange effigy pipe found near Petersburg.  With our close proximity to Pamplin and North Carolina we had researched these leads but determined the pipe was different although it does exhibit a great deal of influence from these production centers.  For now it will remain a mystery I suppose.  Who doesn't like a little intrigue anyway.  Thanks again.
