I'd suggest a local community college.  Such a course might be offered by the geography department, or it could be in the community education (non-credit) realm along with outdoor recreation classes.

A friend of mine is interested in learning GPS.  She lives in La Jolla, California.  Any suggestions for something local?  She's a specialist in Chinese archaeology.
