Glasgow was one of the major centres for ball clay pipe manufacture during the 17th, 18th and 19th centuries.  Check out The Archaeology of the Clay Tobacco Pipe, edited by Peter Davey, 1987, BAR British Series 178.  It has a whole section on Glasgow pipe manufacturers. You might find the information you seek there.  

By the way that tootsie roll like frame is called a cartouche.
