are places like UNESCO, etc., really immune from this kind of thing? or any
parliament anywhere in the world?
that was one of the reasons why they had to reform the rules a while,
because they were so strongly stacked in favour of european ideas of
culture, for example; they had to recognise that materials in many buildings
in africa & asia have to be renewed with some regularity
