Morning Folks:
Just a note to let those who work in Riverside County (CA), hope to work in the County, or may want to choose NOT to work in the County ... A manditory meeting on March 30, 2007, for "Sensitivity Training" was held in Riverside County for all Principal Investigators wishing to be on the referral list for working on County lands in Riverside County. The meeting was hosted by the Riverside County Department of Planning and a variety of Native American groups (e.g. Pechanga, Soboba, Moronga, Agua Caliente, etc.) to discuss sensitivity for Native American concerns and completion of cultural resource studies under proposed County guidelines.
Those of us who attended (Sensitivity Training under Duress) - some addressed here did attend - came away with some serious concerns. My major concerns are two-fold: 1) the new county guidelines are designed to negate CEQA and the archaeological authorities under CEQA, and 2) all significant decision-making with respect to cultural resources (historic or prehistoric) will be deligated to the respective Native American representatives with no regard to training or qualifications.
I, for one, cannot work under these guidelines and will NOT be signing any MOU that requires me to accept responsibility for decisions that are not mine. Further, I will NOT sign any MOU that allows the County or a Native American representative to edit or alter my report(s) and then expect me to sign the document.
There are a lot of issues here and I believe the County is asking us (archaeologists/CRM persons) to cross the line of ethics (RPA/SAA/ACRA. etc.) and to ignore the State quidelines. I believe the guidelines are illegal as written and would appreciate any comments folks have - to agree or convince me that the guidelines are okay. They go into affect on January 1, 2008 and I am seriously concerned that they will result in a collapse of the system in Riverside County and may domino into other counties or cities.
