If you are referring to the African-American cemetery in Dallas, you
might try contacting Jim Bruseth with the Texas Historical Commission
(THC) http://www.thc.state.tx.us/  as they reviewed that project.  TXDOT
actually sponsored quite a large excavation with lots of public
involvement for that project.

Subject: Urban Cemeteries

If you are interested you might contact the Texas Department of
Transportation (TxDOT) and ask about the urban cemetery they constructed
a highway over years ago in Dallas County. Evidence was found where
grave stones were used in the fill and also the concrete.
