Makes a very interesting read. I found this buried in there:

Introduce resistance traits into bee stocks favored by the industry.

Since bees carrying resistance genes will not likely have all other
important characteristics, it will be important to introduce resistance
genes into preferred lines. The bee industry will be consulted to determine
preferred lines, and *genetic engineering techniques* will be further
developed and used to transfer genes.
