We use Plaster of Paris at camp for this purpose. It's cheap and the kids 
can stir it with water themselves. There's also a number of products being 
used for making baby hand and footprints. You can find these at Michael's or 
Hobby Lobby or possibly at www.makingfriends.com and www.orientaltrading.com
