I visited Teknikens Hus in Luleå, Sweden about two years ago and they had a hovercraft on the floor for anyone to ride. It was a 3'x3' metal plate with a handle on one edge. Riders would stand on it and squeeze the handle to release air under the hovercraft. The air was plumbed in by a high pressure hose from a compressor in back some where. The hose came down from the ceiling and also acted as the tether. You couldn't build up much speed on it but you could definitely hover and scoot around a bit. I might have pictures at home if you need them but I'm guessing some one from Teknikens Hus on the list can get you better details than me. Good luck with it.
