Normally it's the state that does this. Requirements, fees and benefits vary by state, there is no standard.
In Ohio each apiary must be registered and there is a $5 fee per location regardless of number of hives.
I don't know of any source that has the requirements for all states listed. You'll probably have to check out each state individually.
Some cities and towns have some beekeeping laws, but it's not as common and there is no standard here as well. I'm not aware of any that require registration. Most are an attempt to either impose reasonable restrictions, or to just eliminate bees because of the perceived hazard (ignoring the fact that sidewalks are far more deadly.)
