Hi Allisa,
We've had some luck with Cintra, one brand name for extruded hard
polyfoam. It comes in sheets of 3/8 thick so you could still embed
magnets in it. Problem is not all thicknesses float by themselves and
some brands might be different. We made a paddle boat kit to play with
out of thin stuff 1/8 and had to stick layers together to get something
to actually stay on top of the water. Really durable though, bright
primary colors, maybe worth playing with.
