  I agree with your conclusions but have to quibble over a technical nit that could be misinterpreted.
   
  Water does have a very high thermal capacity.  Water also transfers a great deal of heat in the act of transitioning from one phase to another.  That means the temperature will plateau for a while as it freezes.  This factor can significantly increase its capacity as a thermal buffer.  But once the water mass is solidly frozen, the temperature of the ice will again begin to fall until it matches the ambient temperature.
