Fact and process are both important. As an informal science educator 
I lean toward a mixture .
Kids 7 and under can spout many facts but in our experience at SMM 
with for example the dinosaur experts under 7 they cling to these 
"facts" an are not open to new ideas about TRex. The resources they 
have access to can be outdated . But they can explore the environment 
around them and use media resources to know about more distant and 
complicated aspects of the world "the facts". If they can begin to 
make transfers of knowledge from their near world experience to the 
"facts" they absorb they are starting to try out ideas.
But can they do a science fair project well?
