Someone who might fit this bill is Patrick Reynolds. He draws 
a comic strip on local history (mostly D.C. area, that I've 
seen), which I've read in the _Washington Post_.

He has a website and, apparently, his firm does "for hire" 
illustrating work.  They recently did a book for the 
Pennsylvania Society of Land Surveyors.  Perhaps the SHA could
come up with some funds for this? (I have no idea how much it
costs.)  See:

Towards the bottom of the page is a banner that reads "Special
books created for special interests."

Undoubtedly there are other graphic artists out there waiting
for such opportunities.  (Also, I just remembered, there was 
a flashy comic book publication done for Colonial Williamsburg
a few years ago, "When Virginia Was the Wild West".., or some 
such...)  Might be a good idea.  I'd buy copies for my local
grade schools.  :)
