If the project is a Section 106 activity then it falls
upon the entity whose project it is to provide
security.  In the case I cited earlier (in New Mexico)
part of the excavation was a portion of a cemetery. 
It was a county sewer line project and the county
sheriff's department was responsible for patrolling
the excavations at night.  They were very cooperative
and set up a combined regular and random patrol.  We
had one incident prior to the patrols and none after
they started.  This was in an urban setting
immediately north of Albuquerque.
