Geoff, you got it wrong
Its a visionary, proactive governmental response to projected climate
change-induced sea level rise.
They deserve our respectful applause, as do the New South Wales Department
of Fisheries. They also moved from Sydney [-by-sea] to the similarly
land-locked city of Orange.
Take that, climate seceptics!
