A minor correction...

The man's name is Fakhimzadeh and I would venture that it is 
pronounced... fack-im-czar-da

He is Finnish, but speaks Persian, English, Finnish, and Urdu, (Hindi)

Although he may have been the one to get the PhD, the method was known 
about and discussed in the Czech republic earlier than 1990.
