Jonah, check with a local sheet metal shop. They should be able to roll a
cone out of light gauge material for pretty cheap.
You don't say how tall the hat will need to be, so wind could be a problem?
Another option. Use lightweight steel rod to make an armature, then
shrinkwrap it and paint.
Then there's always Godzilla's Party Emporium.....
Yet another option (and ask for it probono, of course) would be a local tent
or awning company.

Now HERE'S a query you won't hear every day...
Our museum's icon is a concrete/steel, life-sized model of Connecticut's
state animal that sits outside the building: a (male) sperm whale. "Connie"
measures ~60 feet long. This summer marks his 30th birthday, so to speak, so
for an event we're planning a bd bash for the big guy. (Who, btw, won't
admit to being over 29.)
I thought "You know what would be unspeakably funny, plus guarantee all
kinds of photos in the press? Have the whale wear a birthday hat!"
So, any suggestions on how to get a colorful, pointy and very large birthday
hat on something that big?
