A couple of questions:

Where are you in upstate N.Y.?

Could you send me a jpeg off-list? NYSED blocks Flickr.

Is it open at both ends, or only the threaded one?  There are a number of bone objects that have been excavated in downtown Albany, and I can run your item by the curators here. Needle cases and cricket boxes come to mind.  We might even have other examples of whatever it is.

Hi Histarchers -
    I'm currently conducting excavations at a 19th century historic house site in upstate NY, and today we came across a carved bone object that has stumped us.  It's about 9 cm long, tubular, hollow, with two holes bored through it near one end, and threads cut on the interior of that same end.  I've posted two photos on Flickr:
