Without knowing anything in regards to the project, I too ask "why the road
needs to be widened?" I worked out of the D11 Caltrans building for awhile
and never saw traffic along the road. Also, if it turns out to be
stabilization issues there are many ways to stabilize without impacts to the
surface. 

A project I was mildly involved with at Caltrans before I left involved the
National Register Property of the Pacific Palisades Park and Santa Monica
Bluffs. It was a bluff stabilization project to keep the bluffs from falling
onto PCH and to allow widening on PCH. It was determined that the bluffs
were part of the NR Property because they supported the NR Park. A
stabilization plan was developed so that the park itself would not be
impacted. However, the findings were still considered an Adverse Effect to
the property as a whole. We were trying to have the effect lessened to a No
Adverse Effect at the time of my departure and I never followed up with my
old co-workers to learn of the outcome.

I wonder if the Taylor Street Project could be similar to the Santa Monica
Bluffs project?

We are still trying to figure out what the City of San Diego is proposing.  
The stated they were grading a 2:1 slope on Presidio Hill and that it was an

emergency and exempt for CEQA review. It is quite possible they mean the
next  
hill east and not Presidio Hill because they mention the road to Inspiration

Point. I am working on clarification of the project.
