The City of San Diego issued a recent notice proposing widening of a
two-lane street (Taylor Street) by grading a 2:1 slope into the nearly vertical
bluff below the north wall of the 18th century Spanish Presidio in San Diego. The
proposal is attempting to use the "emergency clause" to exempt the work from
the California Environmental Quality Act, although there is no known
emergency and the 1:1 vertical bluff has existed in that condition for the past
80-years. I bring this up because those who are familiar with the ruined walls and
archaeological resources of the Presidio on the very edge of the bluff
